Leyna Goro

Leyna Goro is a Senior Director in FINRA’s Membership Application Program (MAP), where she is responsible for directing strategy in the review of applications from current and prospective FINRA members in the Retail firm group. Her role includes overseeing the navigation of complex and novel matters (such as membership applications with a nexus to crypto assets, artificial intelligence, and innovative fintech platforms), as well as developing new methodologies and program enhancements to meaningfully address emerging risks and real-time market events in an ever-evolving regulatory landscape. Leyna is also driving MAP’s efforts to develop a standardized risk framework which will further enhance the application review process.

Leyna previously served as an Associate Director in MAP, and before that, held various positions at FINRA, including a supervisory role in MAP, and earlier, examiner positions in the cycle and application review programs. She has been with FINRA since 2002 and has played key roles in many high-profile initiatives during her tenure, including program transformation, new rule rollout implementation, and several training projects (including the recent launch of a video guidance series for FINRA constituents in the MAP process). She currently serves on the Diversity Leadership Council Inclusion team.

Leyna is a frequent presenter on MAP topics at internal and external events. She has served as a FINRA National Regulatory Expert and Co-Chair on the FINRA Women’s Network Career Development Subcommittee. She is a graduate of Yeshiva University (Stern College), and FINRA’s Excellence in Management Program at Wharton.
