Charles Weeden

Mr. Weeden is a Managing Director of 17a-4, llc, an e-messaging compliance consulting company.  17a-4, llc is named after SEC Rule 17a-4 which outlines in detail the technical requirements for the archiving of email and Instant messages.  Over the past 20 years, 17a-4, llc has assisted hundreds of regulated organizations to develop e-messaging policies and procedures to comply with Rule 17a-4, other regulations and internal policies and procedures.  Mr. Weeden has also served as an expert witness on behalf of the Securities & Exchange Commission on e-messaging matters.

Mr. Weeden has a long background in document management and electronic communication.  His previous company, Document Technologies, Inc., was instrumental in the preparation of documents in conjunction with the SEC’s EDGAR system.  Document Technologies’ software product, EDGAREase, continues to be used by most financial institutions to file their financial documents with the SEC.

Before Document Technologies, Mr. Weeden developed trading systems for financial institutions including Drexel, PaineWebber and the NYSE.
